Alan Osborne
Alan is an Executive Director of PSI Asia Pacific Pty Ltd.
Alan has very well developed contract and project management expertise in complex procurement across a number of diverse functional areas. He has been involved in the conduct of major and minor acquisition projects at the State and Federal levels, since 1989. He is highly skilled in procurement planning and execution, risk assessment and mitigation, business process analysis, program review and performance framework development. He is also a trained facilitator. His credentials are reflected in his membership of the Chartered Institute of Purchasing and Supply and the Institute of Management Consultants. He is also a Certified Management Consultant and CMC Assessor.
As the Quality Director for PSI, he has been instrumental in developing PSI's program review, performance improvement and compliance audit capability. Alan’s main technical expertise is all aspects of Commonwealth logistics and he is trained as a Gateway Review team member.
Roger Warr
Roger is an Executive Director of PSI Asia Pacific Pty Ltd.
Roger has excellent strategic and tactical management skills gained during nearly thirty years in the Information Technology industry, both within Australia and overseas, and has been providing expert procurement and probity advisory services to Federal, State and Local government since joining PSI in 1995. As well as his involvement in the development and delivery of PSI’s procurement support services, he has conducted a range of complex analysis and reporting projects including functional performance reviews, process management analysis and design and contract negotiations. He is experienced in all aspects of public procurement including alliance, PPP and whole of government projects.
Roger is a member of the Victorian and Tasmanian Government Probity Practitioner Panels, the Computer Measurement Group of Australia, the Institute of Management Consultants and the Chartered Institute of Purchasing and Supply.
Jeff Lambert
Jeff is an Executive Director of PSI Asia Pacific Pty Ltd.
Jeff's core technical skills are in evaluation processes within government, performance improvement, risk and contract management. He has provided support to numerous major government infrastructure and service projects undertaken with a variety of approaches. Jeff has significant business and operational experience and expertise across a broad range of functional areas, including engineering, logistics and operations management, finance, market testing and outsourcing of services. Jeff has had considerable involvement in tender preparation, risk analysis, contract negotiation and contractor performance management, as both a supplier and client. He has well-developed people management experience and has demonstrated ability to achieve results.
Jeff is an Associate of the Institute of Management Consultants, a Member of the Chartered Institute of Purchasing and Supply, Gateway Reviewer and has a current security clearance of Top Secret (NV).
Denzil Flood
Denzil is a Principal Adviser at PSI Asia Pacific Pty Ltd.
Denzil has highly developed skills in acquisition, performance review, requirements definition, tender evaluation, supply-chain management and the development of risk management strategies. He has had significant involvement in the implementation of financial processes requiring improvement and correction. He has well-developed people management experience and demonstrates attention to detail, and an ability to achieve results. Denzil’s core skills include: tender development and evaluation; managing client and supplier relations; strategic planning; probity, program and project evaluation, and process improvement. He brings to projects a broad range of skills that support business improvement.
He is a Member of the Chartered Institute of Purchasing and Supply.
Carol Dale
PSI would like to introduce Carol Dale as our Senior Adviser for our Brisbane Office.
Carol has been providing advice and guidance to Federal, State and Local Government agencies on strategic sourcing, probity, governance and related matters for several years. She possesses considerable strategic and tactical planning ability. Carol has been involved in the refinement of PSI's government advisory services, with particular reference to strategic sourcing, organisational efficiency and governance, risk analysis, contract management, and probity advice and audit. She has conducted a range of complex analysis and reporting projects including functional performance reviews, process management analysis and design, and contract negotiations. Carol is experienced in all aspects of public procurement including alliance, PPP and whole of government projects. She has provided many presentations to government and industry forums on probity and procurement topics.
Carol is a member of the National Association of Purchasing Managers (NAPM), Associate of the Institute of Management Consultants (AIMC) and the Chartered Institute of Purchasing and Supply (CIPS) and also has an Order of Australia - Military Division (AM).
Lex van Blyenburgh
Lex is a Senior Adviser for PSI Asia Pacific Pty Ltd.
Lex’s core technical skills are in technology procurement and trials, business analysis, and project management. He has facilitated military procurement activities and designed and managed several significant projects for the test and evaluation of military equipment. Lex also has significant private business development, financial management, and operational experience. He has well-developed people management experience and achieves results in areas requiring complex analysis and clear solution facilitation. He joins PSI Asia Pacific as a Senior Adviser.
